Martyn’s Law Gains Royal Assent

 

The Terrorism (Protection of Premises) Bill, known as Martyn’s Law, received Royal Assent in April 2025. The bill increases security requirements for public-facing businesses and venues. It includes mandatory terrorism protection training and more detailed risk assessments. 

It will also involve the Security Industry Authority (SIA) establishing a new regulator to support, advise and guide businesses to implement the legislation’s requirements. 

Venues that hold between 100-799 people will face standard tier regulations, whilst venues with 800 or more capacity will be subject to enhanced measures.

Phase One of Awaab’s Law Takes Effect

 

Phase one of Awaab’s Law took effect this year.  As of 27 October 2025, new reforms will force social landlords to address emergency hazards in their housing stock within 24 hours.

Awaab’s Law is named after two-year-old Awaab Ishak, who died from a respiratory condition in 2020 due to prolonged exposure to mould in his home in Rochdale, due to “a lack of proactive treatment of the mould and a lack of consideration of the ineffective ventilation” within the family’s home.

Government Outlines 10 Year Infrastructure Strategy to Address Critical Estates Maintenance

 

Announced by the Treasury and the National Infrastructure and Service Transformation Authority, the 10 Year Infrastructure Strategy is a 106-page document that sets out the government’s plans to overhaul and improve the UK's infrastructure.

It also includes economic infrastructure such as roads, railways and energy, and social infrastructure such as schools and hospitals.

The plans are backed by at least £725 billion of government funding over the coming decade. At least £9 billion of this will be allocated in 2025-26 to address the critical maintenance needs of health, education & justice estates, rising to over £10 billion per year by 2034-35.  

The strategy specifically addresses the issue of Reinforced Autoclaved Aerated Concrete (RAAC) within public sector buildings, particularly in the health estate. By 2035, all NHS buildings will be free of RAAC, according to the strategy.

OCS Completes Emcor UK Acquisition 

 

The FM sector experienced significant consolidation in 2025, when OCS completed the acquisition of Emcor UK's building services segment for approximately £190 million.

Combined with its acquisition of FES FM and FES Support Services in December 2024, OCS’s combined technical and engineering division will include more than 7,000 engineers and annual revenues exceeding £1 billion.
