TKC launches Protection Readiness Tracker to help clients prepare for Martyn’s Law

The Keyholding Company (TKC) has announced the introduction of the Protection Readiness Tracker (PRT) following the publication of Home Office guidance1 on the implementation of Martyn’s Law.
Designed for organisations managing large or fragmented property portfolios, the PRT provides a practical way to track counter-terrorism protection measures and procedures across multiple sites. Security and facilities teams can quickly understand what has been implemented, where gaps remain, and how progress is evolving – all within a single platform.
Teams complete a short digital assessment for each site, add commentary and link supporting documentation in one place. Outputs feed into estate-level dashboards, where users can identify trends across their portfolio or view readiness by protection type.
The Home Office guidance sets out clear steps for businesses. This includes for smaller premises like shops and restaurants with 200-799 people, to ensure evacuation routes are in place, staff know how to swiftly implement a lockdown in their building, and staff know how to quickly communicate with their customers were an attack to occur.
Larger premises and events like concerts and sports stadiums, where 800 or more people will be present, will be required to take further steps to reduce their vulnerability to acts of terrorism – such as having CCTV, bag search policies, or vehicle checks where appropriate.
The Terrorism (Protection of Premises) Act 2025 also known as Martyn’s Law, is named in tribute to Martyn Hett, one of the 22 victims of the horrific Manchester arena attack.
The act will come into effect after an implementation period of at least 24 months from Royal Assent, giving organisations time to understand their new obligations and prepare.
Olly Rutt, Head of Risk Consultancy at TKC, said: “Risk professionals know that managing security across multiple properties quickly becomes complex, particularly when new requirements are introduced. Many organisations are still working through what the new guidance means for their estate in practice, and how to turn that into sensible, proportionate actions.”
Rutt added: “The PRT provides a simple way for teams to track the counter terrorism measures and procedures they are introducing across each site and maintain a clear record of progress across their estate.”
