Partnership Formed to Regenerate Waterloo Station and South Bank Area

Partnership Formed to Regenerate Waterloo Station and South Bank Area
23 May 2025

Network Rail, Lambeth Council and Places for London have formed a new strategic partnership to lead on the regeneration of London Waterloo Station and the wider Southbank area.

The agreement follows Lambeth Council and Network Rail’s Waterloo Station Masterplan, which looks to make improvements to the railway station itself and establish 1,900m2 of green space in the Southbank. Architects Grimshaw has developed the masterplan, which includes 40+ enhanced walking and cycling routes, and 15+ improved gateways to the station.

The London Borough of Lambeth, Places for London (Transport for London’s property arm) and Network Rail will now bring forward the plans in collaboration with key stakeholders and the local community. The work will be delivered in phases, with support from private and public sector partners.

London Waterloo Station is the fourth busiest railway station in Great Britain, with approximately 100 million passengers passing through annually.

Robin Dobson, Group Property Director at Network Rail, said: “This is a great step forward in combining both our resources and assets across Waterloo and South Bank. We will work with neighbouring partners to deliver a regeneration plan that unlocks huge growth and investment opportunities across the Borough, delivering the widest mix of uses and something very special for this important part of London for future generations to come.”
