Core services on the contract include cleaning, maintenance services, security, and project management.
The contract spans a total of 74 sites including parts of the Crown Office and Procurator Fiscal Office (COPFS), which is Scotland’s Prosecution Service. The estate contains a proportion of historical listed sites – 44 per cent were established before 1960 and 86 per cent of those before 1900.
OCS previously had a six-year contract from 2017 to 2023, with an added extension to June 2024.
The contract was signed in an official ceremony at the Supreme Court in Edinburgh, where 40 OCS employees are based. The contract was signed by Malcolm Graham and Sheriff Jillian Martin-Brown for Scottish Courts & Tribunals Service (SCTS) and Nick Maggs and Bob Taylor for OCS, with Colin Rushforth (OCS) and Daragh Stewart (SCTS) acting as witnesses.

Our team is committed to ensuring that the courts, tribunals and justice buildings across Scotland operate efficiently, safely, and sustainably, maintaining the high standards expected in these critical environments.”
Daragh Stewart, Head of Service Delivery, SCTS, added: “OCS has demonstrated consistent excellence in service delivery, an innovative approach to sustainability, and a strong commitment to social responsibility—key factors in our decision to renew this contract. Our historic sites present a unique challenge, and we are pleased to work with them again to further reduce carbon emissions, building on significant reductions achieved over recent years. We believe OCS will continue to provide the best support for our facilities management needs over the next seven years.”
