Katie Clemence-Jackson Appointed as CEO of the UK Net Zero Carbon Buildings Standard

Katie Clemence-Jackson has been appointed as the Chief Executive Officer of Net Zero Carbon Buildings Standard Limited – the company that has been established to own and manage the Buildings Standard (the Standard).

The Standard is an initiative backed by the BBP, BRE, Carbon Trust, CIBSE, IStructE, LETI, RIBA, RICS and the UKGBC, which establishes a definition for a Net Zero Carbon Building for each of the main sectors and building typologies in UK real estate.

The Pilot Version of the Standard was published in September 2024, and over 200 individual projects are currently involved in a Programme of testing the detailed application of the rule book against real world issues of design, construction and operation.

In May 2025, an open tender and a PQQ was issued for the appointment of a Verification Administrator in order to put in place a structure for building owners and occupiers to apply for confirmation of their conformity to the Standard, once Version 1 is published at the end of this year.

David Partridge, Chair of the Governance Board of the Standard, explained: “It is hugely important that we put in place a robust and long lasting structure to take the Standard forward, after the publication of Version 1 at the end of this year – which has involved a truly radical collaboration between so many members of the UK real estate industry, over the last 3 years.

Net Zero Carbon Buildings Standard Limited (NZCBS Ltd), is a not-for-profit company set up by the Founding Members behind the Standard, to own it and to operate the process of verifying compliance, as well as keeping the Standard updated and producing future Versions of it.  Appointing Katie Clemence-Jackson as our CEO, is a big statement of intent – her job will be to set up the executive secretariat that will run NZCBS Ltd and the Standard and ensure that its future is secure.”

Katie Clemence-Jackson is a leading light in the Net Zero space, and she has been involved with the Standard for some years.  She is a CIBSE member and the Chair of CIBSE’s Sustainability Special Interest Group. She previously chaired the Standard’s Technical Steering Group, culminating in the publication of the Pilot Version, last year.

She said, “Providing meaningful, measurable decarbonisation in the UK built environment sector is something about which I care deeply. Having previously chaired the Standard’s Technical Steering Group, I have seen first-hand the fantastic contributions that have shaped it; both from the Standard’s technical specialists, and from expert volunteers across the industry. In my new role as CEO, I will take the lead on continuing the Standard’s trailblazing trajectory, and building the firm foundations and connections it needs to continue making a huge impact across the country.”

Chair of the Acivico Board, David Powell, commented: “David impressed us with his strategic skills, delivery focus, and consultative approach. His experience and leadership style are a great fit for Acivico as we continue to grow and evolve.”

In his new role, David will lead the organisation through its next phase of development, with a focus on innovation, digital transformation, and strengthening client and community partnerships.

In his role, Bidwell will develop new business opportunities in security monitoring and support ongoing customers and those at the point of re-tender with bespoke and cost-effective solutions. In these roles, he oversaw the implementation of global security solutions, conducted risk assessment applications for prototype devices, deployed key management software and hardware, and improved CCTV standardisation and deployment. This builds upon more than 20 years in managed services technology roles, during which he developed and led strategic business initiatives.

Beyond his professional commitments, Bidwell maintains active involvement in local community initiatives. Supply Specialists Strengthens its Operations With Six New Hires

Following a successful year, and as a show of commitment to its continued strong growth, PPS, a family-owned and operated supplies business, has announced a sextet of new hires across a variety of its core departments.

PPS is one of the North of the UK's leading distributors of supplies with a vast client range primarily within the hospitality, education and facilities management sectors. The firm, which has its headquarters in York and a second site in Keighley, has welcomed the new team members as part of its ambitions to target significant organic growth in its new financial year.

Specifically, the business is aiming to boost and reinforce its ‘customer-first’ approach. This includes its commitment to providing a maximum two-day delivery service for the entirety of the North of England and its dedication to offer clients access to support and assistance from real people, at a time where many businesses are shifting towards AI-led customer services.

With this, the six hires have also been made strategically, encompassing different disciplines and levels of seniority, in order to help meet its business goals.

Adam Walker, Sam Metcalfe and Matthew Cross all join as drivers to bolster PPS’ delivery services and guarantee the firm meets its maximum two-day delivery promise. While Mia Prichard joins as a new Customer Service Advisor to complement and enhance the existing customer services team and help ensure the company’s clients can access the support they need.

The two new senior team members are Erin Brennan, who joins as Customer Service Manager, bringing with her over a decade of experience in leading customer experience across a wide range of businesses, and Rob Gammon as Regional Account Manager. Erin has made the move from Evri where she was a Customer Experience Quality Assurance Team Manager and was responsible for developing quality management systems and processes. While Rob has moved from competitor Alliance Disposables, where he was a Business Development Manager for over a decade.

Speaking about her new role, Erin Brennan offered these comments:

“I joined this family-run company because of the genuine investment it puts into its people and the strong, values-driven culture that sets it apart. What really stood out to me was reading ‘we’re very good, but we’re not perfect’, on the website—it showed honesty, humility, and a dedication to continuous improvement that I deeply respect.”

Rob Gammon had this to say about making the move to PPS:

“I joined PPS as it was clear to me it’s an exciting time in the progression, investment and growth of the company, while it still retains its core values and foundation of what the business has been built on.  It strives every day to offer great service and support to its customers, supplying quality products with added value for the customer which are key to success in today’s forever changing and challenging economy and climate.”

Rebecca Fitzpatrick, Managing Director of PPS, expressed her delight about the six new team members and offered additional insights into the business’ ambitions:

“It’s a real joy to be adding such a wealth of talent and experience into our team. The recruitment of Adam, Sam and Matthew means we will have the driver capacity for customers to order on whichever day suits them and then receive their order either the next day, or at the very latest, the day after.

“Rob brings over a decade of invaluable experience working with some of the biggest names in the industry and will strengthen PPS’ already market-leading hospitality offering.

“But look at the bigger picture, with the additions of Erin, Rob and Mia, we’re essentially doubling-down on the fact we always want to provide bespoke customer services with a human touch. This isn’t to say we don’t believe in technology and automation, as we have heavily invested in best-of-class technology behind the scenes to enhance our processes, but what we want our customers to know is that they can always speak to a human, who knows their account, their products and what’s best for them.

“Ultimately, these hires–and also any other staff we take on this year–are a key investment in PPS’ customer-centric approach and will play a pivotal role in the business reaching our organic growth targets over the next 12 months.”

The six additions takes PPS’ total headcount to 58 team members across both of its Yorkshire sites. In addition, the firm is also looking to make at least three more new hires across operations in the next month.

Civil Engineers Dougall Baillie Appoints Three New Associates

Dougall Baillie Associates (DBA), one of Scotland’s largest independent engineering consultancies, has promoted three highly experienced colleagues to the role of associate in its civil engineering and structural engineering departments.

The East Kilbride-based company, which recently marked its 40th anniversary and concluded a management buyout by directors Scott MacPhail, Alan Ferns and Stuart Harrow, continues to invest in developing its people.

Mr MacPhail said: “As a registered training provider with the Institution of Civil Engineers, DBA supports employees working towards Engineering Technician (EngTech), Incorporated (IEng), and Chartered Engineer (CEng) qualifications.

“Encouraging colleagues to become qualified and, thereafter, to grow and expand their expertise within the firm is part of our corporate DNA and with these promotions, we are delighted to acknowledge the professional development of our three new associates.”

The trio comprises Nicola Hill in structural engineering, and Paul Ross and Iain Ryrie in the company’s civil engineering department.

Nicola Hill, 32, from East Kilbride, a University of Strathclyde graduate with a master’s degree in Structural & Architectural Engineering, is a chartered member of the Institution of Civil Engineers and a Structural Engineers Registration (SER) certifier of design.

She joined DBA as a graduate in 2015 and credits the company’s flexible approach, working four days per week since returning from maternity leave in 2023, for helping her achieve a balance between her professional ambitions and family life with her young son.

Iain Ryrie, 37, originally from Ayrshire, is a BSc (Hons) graduate in Environmental Civil Engineering and joined DBA nine years ago. He aims to continue developing in a senior leadership role, supporting the company’s growth in new sectors, and mentoring junior staff to help them fulfil their potential.

His biggest challenges include balancing technical oversight with commercial and managerial demands and adapting to evolving regulations and new technologies such as AI.

Paul Ross, 36, originally from Barrhead, a chartered engineer and member of the Institution of Civil Engineers, joined DBA in 2015 after eight years as a site engineer.

Paul identifies addressing the national housing crisis and navigating new planning policies such as NPF4 as key challenges for the industry. He and his team at DBA work at the forefront of delivering sustainable, socially responsible, and economically viable solutions to help clients bring forward much-needed housing sites.

As new associates, they join highly accomplished transport department associate Colin Weir, 39, a BEng in Civil Engineering with Project Management from the University of the West of Scotland and an MSc in Transport Planning and Engineering from Edinburgh Napier University, who is also is a member of the Chartered Institution of Highways & Transportation.

A DBA professional for 20 years, Colin is dedicated to maintaining the department’s strong reputation and mentoring the next generation of staff. His focus includes improving sustainable transport solutions and adapting to evolving regulations and technologies.

Mr MacPhail added: “Our associates are the backbone of our operations and collectively, we hope, form the next cohort to run our business in the future.

“Each is a consummate, proven professional with deep-rooted technical capability in their respective disciplines, and their lengthy period of service with DBA is a reflection, I believe, of our exceptionally high staff retention rate and a collaborative, encouraging environment.”
