The Housing Bureau, which manages Hong Kong’s public housing estate, has created the guide as a reference for the design of new public housing estates and the improvement of existing housing.
The guide is based on eight wellbeing concepts:
The guide provides over 50 wellbeing strategies and more than 170 design suggestions, collated in collaboration with experts in architecture, planning, landscaping, management, nursing, and social services. 26 housing estates, including 25 public housing estates were also studied and opinions collected from over 3,000 residents.

At the media briefing, a wellness corner model was on display to show some of the adaptive wellbeing features recommended in the guide. This included a “leaning bench” in the elevator for residents to rest, handrails and hanging hooks next to mailboxes, and seats and handrails of various heights in the lobby.
A “Communal Fitness Playscape" model included a running track, fitness equipment, a playground, and benches that can be flexibly arranged to suit residents' needs.
The "Universal Service Bay" model included additional parking spaces for mobile services such as medical units or libraries, EV charging points and fitness facilities for residents to use while they wait.
The Secretary for Housing, Ms Winnie Ho commented that public housing estates will be “the starting point for society to adopt wellbeing designs”, and these concepts will be gradually promoted to other projects and future community designs.
